About us
Community Outreach Network Services was founded in 1999 by Sheila Williamson, LMHC, LCAC, a respected leader in the field of recovery and behavioral health. As a seasoned therapist and passionate advocate, Sheila brought both clinical expertise and deep compassion to her work. She became a sought-after speaker, presenting at national conferences and to diverse audiences on vital topics such as faith- and community-based treatment, mental illness, substance addiction, and the therapeutic needs of military service personnel.
Beyond her work in clinical settings, Sheila made a powerful impact through her involvement in community re-entry, jail groups, and prison ministry. She volunteered in correctional institutions and championed rehabilitation efforts for serious and violent offender re-entry, embodying a belief in second chances and the transformative power of support and care.
Since the passing of Sheila Williamson on December 13, 2018, we at Community Outreach Network Services remain deeply committed to the mission and values she so passionately championed. Her vision—to support individuals on their journey to recovery through compassion, community, and holistic care—continues to guide our work each day. We carry forward her legacy with unwavering dedication, believing in the transformative power of healing and the resilience of the human spirit.
Community Outreach Network Services Inc. is dedicated to supporting high-risk adults in their journey toward recovery from mental health and substance use disorders. Our mission is to provide a holistic model of care that integrates clinical treatment, education, and community-based support by meeting the individual participant where they are in their own personal recovery journey.
